GENERAL OBLIGATION NOTE, SERIES 2026

NOTICE IS HEREBY GIVEN that the Board of Supervisors (the “Governing Body”) of Hinds County, Mississippi (the “County”), or its designated representative, will receive sealed proposals for the purchase, at not less than par of $1,973,386.00 aggregate principal amount, Hinds County, Mississippi General Obligation Note, Series 2026 (the “Note”) of the County, pursuant to the authority granted under Section 17-21-51 et seq. of the Mississippi Code of 1972 as amended, for the purpose of purchasing fire apparatus and fire equipment.

Sealed bids will be received by the Hinds County Chancery Clerk, 2nd floor of the Hinds County Chancery Court Building before 10:00 a.m. on September 23, 2026.  Bids will be opened and publicly read aloud in the Board of Supervisors’ Room in the Hinds County Chancery Court Building, 316 South President Street, Jackson, Mississippi at 10:00 a.m. on September 23, 2026.

The Board will accept and approve the bid with the lowest net interest rate, or the bid that represents the lowest net cost to the County.  Repayment terms of this transaction will be for 10 years with annual payments according to the payment schedule.  Hinds County reserves the right to reject any and all bids.

All information required by bidders, including fiscal information, may be obtained from the Hinds County Budget and Finance Division, telephone number (601) 968-6765, between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday.

It is the intent of Hinds County that the note will NOT be designated as a “Qualified Tax Exempt Obligation” as defined in Section 265(b) of the Internal Revenue Code because the County reasonably expects that it will issue in excess of Ten Million Dollars ($10,000,000) in tax exempt obligations during calendar year 2026.

You are required to appear and defend this action at a hearing to be held in the Chancery Court of Hinds County, Mississippi, First Judicial District, at the Hinds County Chancery Courthouse, Jackson, Mississippi, in the Courtroom of the Honorable Tiffany Grove, on the 14th day of October, 2026, at 1:30 p.m.., or at such other date and time as the Court may set. This hearing date must be no earlier than thirty (30) days after the first publication of this summons.

You are further required to take notice that, if you fail to appear and defend, judgment may be entered against you for the relief demanded in the Complaint.

This summons shall be published once each week for three successive weeks in a public newspaper of Hinds County, Mississippi. You have thirty (30) days from the date of the first publication of this summons in which to appear and defend.
