LEGAL NOTICE

THE MISSISSIPPI DEPARTMENT OF HUMAN SERVICES

DIVISION OF COMMUNITY SERVICES 

The Mississippi Department of Human Services-Division of Community Services will conduct a public hearing on the Low-Income Weatherization Assistance Program under Title IV of the Energy Conservation Act, as amended.  The hearing for program year 2026 is scheduled for Tuesday, August 11, 2026, at 10:00 a.m. at the Sun-N-Sand Conference Center, 401 North Lamar Street, Jackson, Mississippi. 

The purpose of the hearing is to discuss and receive public input on the program year 2026 state plan for the Low-Income Weatherization Assistance Program.  In addition, a discussion will be held on the program’s service delivery system as well as the new program requirements and changes.  The Weatherization Assistance Program is administered by the Mississippi Department of Human Services- Division of Community Services and funded by the U. S. Department of Energy.  The mission of the program is to reduce heating and cooling costs for low-income families, particularly the elderly, disabled and families with children by improving the energy efficiency of homes, ensure the health and safety of these individuals and provide a service delivery system which encompasses all 82 counties within the state.

Written comments will be accepted through August 18, 2026.  The public is invited to attend.

SUBSTITUTED TRUSTEE’S NOTICE OF SALE

WHEREAS, on the 15th day of November, 2023, Loveleen Singh and The TSA Revocable Trust executed a certain deed of trust to James R. Hartzog, Trustee for the benefit of Manjit S. Johal, which deed of trust is recorded in Book 7199, at Page 6238, in the office of the Chancery Clerk of the First Judicial District of Hinds County, State of Mississippi, and

WHEREAS, the aforesaid Manjit S. Johal, the holder of the said deed of trust and the note secured thereby, substituted Paul David Hastings, as Trustee therein as authorized by the terms thereof, by instrument dated the 15th day of July, 2026, and recorded in the office of the aforesaid Chancery Clerk in Deed of Trust Book 7333 at Page 6879; and

WHEREAS, default having been made in the terms and conditions of the said deed of trust and the entire debt secured thereby, having been declared to be due and payable in accordance with the terms of said deed of trust, and the legal holder of said indebtedness, Manjit S. Jackson Municipal Airport Authority (“JMAA”) issues this Request for Qualifications and Proposals (“RFQ/P”) from qualified business entities (“Respondents”) for the design, construction, and financing of a terminal renovation and enhancement project (the “Project”) at the Jackson-Medgar Wiley Evers International Airport (“JAN” or “Airport”).

Information for Respondents relation to the RFQ/P is on file and open for public inspection at the Offices of JMAA. 

JMAA will accept responses  to the RFQ/P until 2:00 p.m. (CT) on September 25, 2026.  RFQ/P responses must be submitted electronically via the website noted below, by mail, or hand-delivered.  JMAA will not consider RFQ/P responses received after the deadline.

Based on the submission from Respondents, JMAA may, in accordance with the procedures set out in this RFQ/P, select and rank a Respondent with whom to enter into a Predevelopment Agreement for the Project. The successful Respondent with whom JMAA enters into a Predevelopment Agreement is referred to herein as the “Developer”. The Predevelopment Agreement will be in the form of the Predevelopment Agreement attached to the RFQ/P. If the selected Respondent fails to execute a Predevelopment Agreement in form and content satisfactory to JMAA within a reasonable period of time, then JMAA may reject the selected Respondent and offer to enter into a Predevelopment Agreement and follow the same process with the next-ranked Respondent, in the order of their ranking, until a Respondent agrees to and enters into a Predevelopment Agreement with JMAA.

JMAA will hold a non-mandatory Pre-Submission Meeting and Terminal Facilities Tour on August 11, 2026, at 10:00 a.m. (CT), in the Community Room, Third Floor of the Main Terminal Building at Jackson-Medgar Wiley Evers International Airport , 100 International Drive, Jackson, MS 39208. A detailed review of the scope-of-work will be provided and discussed during this meeting. No additional conference or meetings will be scheduled.  JMAA will not respond to oral or written questions except as provided in this RFQ/P.

JMAA in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4), 28 CFR § 50.3, and 49 CFR Part 21, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, all contractors will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of the owner’s race, color, national origin, sex, creed, age, or disability in consideration for an award.

JMAA reserves the right to reject any and all Proposals, for any reason, and at any time before execution of a Predevelopment Agreement.
